Allard has over 25 years of extensive strategic executive leadership experience in the environmental, renewable energy and infrastructure sector in emerging markets.  He successfully developed, acquired and implemented Companies throughout the Asia Pacific region over the last 20 years.  This included both “start-ups” as well as developing and implementing growth strategies and managing companies to the “next level up”.  This has included the implementation of restructuring and turn-around of businesses.

Allard is Managing Director of MARKLAND Infrastructure Asia (MIA), a Management Consultancy providing Clients with strategic and operational advice ranging from market entry strategies in Asian emerging markets, the implementation of green field projects, M&A, to the transformation and turnarounds of existing businesses.

Allard calls Asia home and has lived in Vietnam, Mainland China, India and Hong Kong SAR and has done projects in Bangladesh, Brunei, China, Hong Kong SAR, India, Indonesia, Japan, Korea, Malaysia, Mongolia, the Philippines, Singapore, Taiwan, Thailand and Vietnam.

Former roles

  • CEO of JITF Water Infrastructure Ltd and JITF Urban Infrastructure Ltd, based in New Delhi, India.  Both companies are part of the OP Jindal Group, a US$ 20 bn. and India’s 4th largest conglomerate.
  • President Asia Pacific (based in Shanghai) with Covanta Energy Corporation, the world largest Energy from Waste Company and listed on the NYSE.  Responsible for the region with operations in India, China, Bangladesh and the Philippines with various Joint Venture Companies and responsible for IPP projects with an installed capacity of approx. 900 MW.
  • Regional Director Greater China at Thames Water International (the 3rd world largest private water company).  His responsibilities included the provision of strategic management and leadership to seven joint-ventures in China.
  • Regional Senior Executive positions at Leighton in Asia, Australia’s largest engineering and contracting group.
  • General Manager of Vermeer – Ballast Nedam, an international EPC group.  Based in Ho Chi Minh City Vietnam.  In that capacity, he started the business from scratch, developed, led and closed financing and implementation of major water supply and solid waste management and renewable energy projects.

Allard holds a Bachelor of Science (Eng) in engineering management and an MBA in international business.

Relationship Management

Allard was responsible for the implementation of India’s first large scale Waste to Energy facility in a Public Private Partnership with the Delhi government.  There were court-cases against the facility and he successfully managed key stakeholder relations on Central and State Government level and media in relation to the opposition of the project in order to continue the construction and operation of the plant.

Corporate development

Allard developed and led Joint Venture partnerships in India, Bangladesh, China, Hong Kong SAR, Philippines and Taiwan. He also developed and defined market entry and development strategies for China, Hong Kong and Taiwan and the identification of target companies for acquisitions.  He originated, led and closed M&A deals with seven JVs in China.

Eminence building

Allard developed awareness of Public Private Partnerships in the water and renewable energy sector by working with Governments and the Private Sector to create PPP models and toolkits. He is a regular speaker at conferences with senior government officials and industry leaders at international industry conferences, raising awareness of industry related issues in the Asia Pacific region.  He won twice a Frost & Sullivan award.

Growth Strategy

In India, Allard realigned Business Development  teams, building client relationships, developed bid to win strategies and improving opportunity tracking reporting and subsequently won US$ 250M in new projects.  He also led the development and successful closure of two Build Operate Own concession deals in China.


Allard turned around and reorganized a loss making process engineering business and managed transition from a non-competitive contracting business to a dynamic commercially focused services group.  He also developed and implemented a turnaround strategy, restructured the organization including resolving project delays/contract disputes/outstanding debts, improving Client relationships and implementing IT tools.


Allard was both in an EPC and owners / operators environment responsible for the development and implementation of IT and operational systems including CRM, Risk Management, HSE, Financial Performance, Progress and cost control monitoring.

Human Capital Management

At Covanta Energy Allard managed 750 direct employees and 500 staff in JV’s in Philippines, Bangladesh, India and China with over 10 different nationalities.  He managed the recruitment of approx. 50 Senior PRC Nationals and developed code of ethics, corporate governance and focus on FCPA.
